NEWPORT NEWS – Motorists are advised that HRSD will begin work to install a sanitary sewer pipe along Terminal Avenue. This work will require a southbound lane closure of Terminal Avenue between 14th Street and the I-664 South on ramp. The lane closure will begin as early as March 2 and will remain in place through early April. Traffic lights will be in place to direct traffic. Motorists will need to follow the marked route as indicated on the map below.

HRSD, your regional wastewater treatment utility, is undertaking a project to rehabilitate or replace the sanitary sewer pipeline and manholes along Cedar Lane and Peake Lane. This project will improve performance and reliability within HRSD’s sanitary sewer system.
The rehabilitation portion of work will cover the area on northbound Cedar Lane from the HRSD Cedar Lane Pump Station (PS #104) that is slightly north of West Norfolk Road down to the intersection at Peak Lane and will continue along eastbound Peake Lane to West Norfolk Road. The rehabilitation work will include cured-in-place pipe (CIPP) lining and manhole rehabilitation. CIPP is a jointless, seamless “pipe-within-a-pipe” method that requires little to no digging.
The project also includes the replacement of the sanitary sewer pipeline on northbound Cedar Lane from the intersection of Cedar Lane and Peake Lane to the intersection of Cedar Lane and Greenfield Drive. This section of work for the new sewer pipe will be installed in a trench, meaning pavement cutting and excavation will be necessary to install the new pipe. The new sewer pipe will replace the existing sewer pipe in the same location, and the old pipe will be removed and disposed of. Pavement restoration of the roadways affected by installation of the sewer pipe will occur once the sewer installation is complete.

Construction has not started at this time. The contractor intends to mobilize to the site in June 2026. The contractor will distribute 7-day project notices to the residents prior to beginning work in each area.
Peake Lane Sewer Rehabilitation: Work is expected to begin in June on Peake Lane with CCTV inspections of the sewer pipe, followed by sewer pipe rehabilitation.
Cedar Lane Sewer Improvements: A sewer manhole is planned to be installed in June at the intersection of Cedar Lane and Peake Lane followed by additional sewer pipe installation along Cedar Lane.

This project is a necessary part of a larger, federally mandated program to reduce sewage overflows during rainstorms. This project will provide updated infrastructure that will help ensure HRSD’s ability to protect public health and the environment for decades to come.
This project includes the rehabilitation and replacement of an existing gravity sewer system.
Disruptions to traffic will be minimized, and in most cases, a single lane of traffic will be maintained. No planned detours are anticipated, but flagging will be used to help direct traffic as needed. All of the project work will be located within the right-of-way. Approximately 3,800 feet of the construction will be “trenchless,” meaning the contractor will not need to dig up the street to fix the pipes. However, approximately 1,725 feet of the sewer pipe and 7 manholes must be replaced by digging
The contractor will ensure that access to residences will be maintained throughout construction. Trash and mail services will not be affected. If necessary, the contractor will move trash containers from within a work zone to an area accessible for pickup and will be responsible for returning them to each residence.
Work will typically take place Monday through Friday during daylight hours (9 a.m. - 5 p.m.). However, there may be times when extended hours, work at night, or weekend work may be necessary.
The work required to rehabilitate the manholes and sewer pipes or replace sanitary sewer pipes should not affect your water or sewer service. If a temporary interruption of service sewer service occurs, the contractor will notify you before work begins so you can plan accordingly. Sewer service typically will be restored within several hours. Your water service should not be affected by this project.
Approximately 1,725 feet of the gravity sewer piping will be replaced by digging. This work will be in the roadway, and pavement restoration of the affected roadways will occur once the sewer installation is complete, when seasonably appropriate.
The typical construction noises such as equipment engines, back-up alarms, materials being delivered, diesel generators, air compressors, sawing, and associated activities should be anticipated.
The contractor has negotiated with a private property owner for a storage area in the project vicinity, and this site will be used for most of the equipment and supplies. The contractor will keep some supplies within the active work zone, in the public right-of way.
Construction workers will not be allowed to park their personal vehicles on the public streets. However, work trucks will be allowed to park within the active work zone.
The estimated cost for the project is approximately $8.8 million and is financed by the wastewater treatment fees paid by HRSD customers.
