Elizabeth A. Andrews, Commissioner

Ms. Andrews, a member of the Commission since September 19, 2025, having formerly served as Senior Assistant Attorney General and Chief of the Environmental Section of the Virginia Office of the Attorney General, where she oversaw a team of attorneys representing and providing counsel to the Secretary of Natural Resources and the natural resources agencies of the Commonwealth. Ms. Andrews is a Distinguished Law & Policy Fellow at the University of Virginia Weldon Cooper Center and is also the former Director of William and Mary’s Virginia Coastal Policy Center. She also served as the Water Policy Manager for the Virginia Department of Environmental Quality, where she worked closely with the legislature, the regulated community, and environmental organizations to address the water quality and quantity challenges facing Virginia’s coastal areas in particular. Ms. Andrews is a graduate of the College of William and Mary Law School and received her Juris Doctor degree, summa cum laude, from the Washington College of Law at American University. Ms. Andrews resides in Williamsburg.

Commission_Information

The HRSD Commission, an eight-member board appointed by the Governor of Virginia, meets monthly to set policy and decide budget matters. The members, who live in the localities comprising HRSD's service area, serve four-year terms. The term of each member continues until their successor is duly appointed and qualified. Commission members are eligible for reappointment without limitation as to the number of terms that may be served.

The Commission is charged with managing and controlling the functions, affairs and property of the Hampton Roads Sanitation District (HRSD). HRSD's operation is accomplished by its employees under the direct supervision of the General Manager. The Commission Governance Guidelines are intended to support the Commission in its oversight role, which is set forth in the Acts of Assembly.

Unless otherwise announced, the HRSD Commission meets at 9:00 a.m. on the fourth Tuesday of each month, with the exception of December when the Commission meets on the third Tuesday.

--Canal Drive Southbound Lane Closure--

HRSD, your regional wastewater treatment utility, is working on a project to install a sanitary sewer pipeline along Canal Drive at the intersection of Canal Drive and South Military Highway. While installing sanitary sewer pipe in two southbound lanes on Canal Drive, a temporary lane closure is needed. Traffic control will be in place to alert motorists to the lane closure. This closure is anticipated to be during nighttime hours between 8:00 p.m. and 6:00 a.m.

HRSD, your regional wastewater treatment utility, is working on a project to install a sanitary sewer pipeline along Canal Drive between the intersections of Norfolk Southern Railroad and South Military Highway. While installing sanitary sewer pipe in the South Military Highway feeder lanes, a temporary road closure is needed, and a detour will be put in place to allow local traffic to pass around the work zone.

HRSD, your regional wastewater treatment utility, is undertaking a project to inspect and perform maintenance of the internal sanitary sewer piping and valves along Elkhorn Avenue. This work should take place primarily between the hours of 7:30 a.m. to 4:30 p.m., Monday through Friday. This work can be weather and situation dependent and should not affect your water or sewer services.
